Updates to the Clinic Settings page

1. Bugfix: Fixed a bug in the Provider Details card where a specialization's booking range was displayed incorrectly after saving.

Added a new "Manage Cache" page for staff. This page shows the available timeslots in doctor schedules that Cortico has loaded from your Oscar and allows you to manually reload it, if needed. This information is shown in the doctor dropdown (e.g. "Available today from 3PM") in the appointment booking page.
