Cortico 10.9 — Changes will be released to clinics on February 8, 2022

Added the option to upload patient photos directly to the patient's E-Chart in Oscar (OpenOSP and WELL only for now).
When this option is enabled, files uploaded during video appointments are still uploaded to Cortico's temporary storage, but the doctor will see an option to save the file to the patient's E-Chart (in addition to the download link).
Updated tests.
